Mark F. Leep

Mark F. Leep has been an active participant in legal and healthcare operational and business environments related to biomedical and behavioral research and human research protection regulation and ethics the past 15 years. He currently is principal of Human Research Law Group, PLC, in Richmond, Virginia, concentrating his practice in biomedical and behavioral research law and regulation, with a particular emphasis on human research protections. He also provides counsel on legal and policy issues related to genetics research and nanomedical research.
Mr. Leep formerly served as a business and biomedical research law attorney with Feil, Pettit & Williams, PLC, in Charlottesville, Virginia, focusing on general business matters and representing pharmaceutical companies, clinical research organizations, and physician investigators in the drafting and negotiation of clinical research agreements and corresponding research issues. He also served for over 5 years as Vice President, Laboratory Services, for the Bon Secours Richmond Health System, where he also participated as a member of the system’s human subject protection committee, the HIPAA privacy team, and the healthcare compliance team, and assisted in the creation of a system Institutional Review Board. Mr. Leep served as a member of Bon Secours St. Mary’s Hospital's Institutional Review Board for several years, and has served as a member of the Bon Secours Richmond Health System Institutional Review Board for the past 7 years. He has also served as Vice Chair of the system IRB for the past 2 years. Mr. Leep also serves as an annual judge for the Health Improvement Institute’s Award for Excellence in Human Research Protection. He holds B.A. and M.A. degrees in history from Marshall University, and J.D. and M.B.A. degrees from the University of Richmond.
